On the occasion of the 48th Session of the UN Commission on Narcotic Drugs (CND) in Vienna, ICOS held a press conference on the 9th of March. The panel included the Afghanistan Minister of Counter Narcotics His Excellency Habibullah Qaderi, the Vice-President of the International Federation of the Red Cross and Red Crescent Societies Dr Massimo Barra, and The Executive Director of ICOS Mr Emmanuel Reinert.
